Best HRMS Software for Startups In India (2026)

hrms for startups

Most startups don’t think about HRMS until something goes wrong. A payroll error on salary day. An employee asking why their PF isn’t being deposited. Two people claiming the same leave in the same week. By then, whatever system was working usually some combination of Excel, WhatsApp, and memory had already broken down.

The good news is that finding the right HRMS for a startup isn’t complicated, as long as you’re clear about what you actually need right now versus what a 500-person company needs. These are very different things, and most articles on this topic don’t separate them.

We looked at seven tools that startups and small Indian businesses actually use in 2026. We’ve included Waggex in this list and we’ll highlight where it has a clear edge but we’ve tried to be honest about every option here, because the wrong HRMS wastes more time than it saves.

What a Startup Actually Needs from HRMS Software

Before looking at tools, it’s worth being clear about this. A startup’s HR needs are not a smaller version of enterprise HR needs they’re different.

  • You need payroll to be correct and compliant from day one. PF registration kicks in once you hit 20 employees. ESI applies from 10. TDS is relevant from the first salaried employee above the exemption threshold. Getting these wrong early creates a mess that compounds over time.
  • You don’t want to spend weeks setting it up. A small team can’t afford an implementation project. The software needs to be usable within a day or two of signing up.
  • It needs to handle the way your team actually works. If you have field staff, remote employees, or people across multiple cities basic office attendance tracking won’t do the job.
  • Pricing should make sense at small scale. A flat ₹6,999/month sounds different when you have 15 employees versus 100. Always calculate the per-employee cost at your actual headcount, not the maximum the plan allows.
  • Employees need to be able to use it without training. If checking a leave balance requires a phone call to HR, the self-service portal isn’t doing its job.

1. Waggex Best for Startups With Field or Distributed Teams

Website:   waggex.com

Best for:   Startups with field employees, remote staff, or mixed teams

Pricing:   Free plan (up to 10 employees); paid from ₹699/month free trial, no credit card

Waggex is where we’d point to a startup that has any kind of field or distributed workforce delivery teams, field sales, remote employees across cities. The reason is simple: most HRMS tools handle payroll and attendance separately, and you end up doing a manual reconciliation step between them every month. In Waggex, attendance, GPS check-in, leave, and payroll all live in the same system. A verified check-in flows straight into the salary calculation, nothing to export, nothing to reenter.

The pricing is transparent and genuinely startup-friendly. Pricing is structured in tiers by team size Free (up to 10 employees), ₹699/month (Small Team, up to 10), ₹1,499/month (Growth, up to 25), ₹2,499/month (Mid-Size, up to 50), and ₹3,999/month (Enterprise, up to 100). Every plan includes every feature; there are no modules to add on separately. The FaceLens feature turns every employee’s phone camera into an attendance device with no biometric hardware, no installation, and works from any location. For a startup that can’t afford hardware across multiple sites, or that has even a handful of employees outside the office, this matters.

Indian compliance PF, ESI, TDS, and multi-state Professional Tax is calculated automatically within the payroll run. The Tax and Forms Management module keeps statutory documentation organised without anyone manually chasing it. Setup takes less than a day for most teams.

✓  What’s good

  • Tiered flat pricing from ₹699/mo (10 employees) to ₹3,999/mo (100 employees) every feature included on every paid plan
  • GPS + face verification + payroll all in one system no separate tools or manual data transfer
  • FaceLens works from any location no biometric hardware needed
  • PF, ESI, TDS, multi-state PT handled automatically
  • Reminder management for compliance deadlines so nothing gets missed
✗  What to watch

  • No FMCG-specific beat planning or structured route management
  • Smaller third-party integration list compared to more established platforms
  • Newer platform smaller user community than greytHR or Keka

2. Kredily Best Free Option for Very Early-Stage Startups

Website:   kredily.com

Best for:   Pre-revenue or bootstrapped startups where every rupee counts

Pricing:   Free forever (unlimited employees); paid from ₹999/month

Kredily is the only tool in this list with a genuinely unlimited free plan with no time limit, no headcount cap. It covers payroll calculations, PF and ESI, attendance tracking with GPS, and leave management. For a bootstrapped startup with 10 people that can’t justify any software spend right now, this is a legitimate option, not a crippled trial.

The honest limitation: TDS and Form 16 are behind the paid tier. The moment you have employees earning above the income tax exemption threshold which happens pretty quickly in a tech startup you’ll need to either manage TDS manually or move to the ₹999/month Payroll OS plan. Support on the free plan is community-based, which can be slow if something goes wrong on payroll day. Worth knowing in advance rather than discovering during a salary run. We covered this in more depth in our guide to free HRMS software in India.

✓  What’s good

  • Genuinely free forever no headcount cap, no expiry date
  • Covers payroll, PF, ESI, GPS attendance at zero cost
  • Quick to set up, simple interface
✗  What to watch

  • TDS calculation and Form 16 require the paid plan
  • Community-only support on free tier slow when you need help fast
  • Session management issues flagged in multiple user reviews (auto log-outs)

3. greytHR Best for Compliance-First Startups Under 25 Employees

Website:   greythr.com

Best for:   Startups under 25 employees where payroll compliance is the top priority

Pricing:   Free (up to 25 employees); paid from ~₹3,495/month flat

greytHR has 30,000+ companies on the platform and 15+ years of Indian payroll processing behind it. If getting PF, ESI, and TDS exactly right is what keeps you up at night, greytHR’s compliance engine is the most battle-tested in this list. The Starter plan is free for up to 25 employees and covers proper payroll including statutory compliance not just attendance tracking.

Two things to check before relying on it: attendance management isn’t included in the Essential paid plan, the first paid tier above the free plan. If you outgrow 25 employees and need attendance alongside payroll, you’ll need the Growth plan, which costs more. Also, GPS attendance and field workforce tools are limited compared to Waggex or SalaryBox. We compared this in detail in our HRMS comparison for small companies.

✓  What’s good

  • Free for up to 25 employees with proper payroll not a stripped-down trial
  • Deepest Indian compliance track record in this list 15+ years, 30,000+ companies
  • Well-documented, large user community for troubleshooting
✗  What to watch

  • Attendance management not in the Essential paid plan need Growth tier for both
  • Flat-fee pricing means small teams pay the same as larger ones
  • Field workforce tools are lighter than purpose-built alternatives
  • UI feels older compared to newer platforms like Zimyo or Keka

4. Zimyo Modern Interface, Good All-Rounder for Tech Startups

Website:   zimyo.com

Best for:   Tech startups and modern offices wanting a clean, full-featured HRMS

Pricing:   ~₹80 per employee per month

Zimyo has been gaining traction among Indian startups specifically because it’s modern clean interface, good mobile app, covers the full employee lifecycle from hiring to exit without feeling like enterprise software that’s been scaled down. Payroll with Indian compliance, GPS attendance, performance management, and employee engagement tools (surveys, recognition) are all included.

At ~₹80/employee/month, it sits in the mid-range of this list. For a 20-person team, that’s ₹1,600/month more than Waggex or Kredily, but still significantly cheaper than Keka. A few users flag customer support inconsistency, so it’s worth specifically testing the support response time before committing. Overall a solid choice for a tech startup that wants a polished product and doesn’t have field teams as a core concern.

✓  What’s good

  • Modern, clean interface that employees actually enjoy using
  • Covers hiring, payroll, performance, and engagement in one platform
  • Per-employee pricing that scales more fairly than flat-fee plans
  • Good mobile app with solid reviews on Play Store
✗  What to watch

  • Support quality is inconsistent based on user reviews
  • More expensive than Waggex or Kredily at small headcounts
  • Field workforce tools are moderate rather than strong

5. Pocket HRMS Good Mid-Market Option With AI Chatbot

Website:   pockethrms.com

Best for:   SMEs and startups that want AI features at moderate pricing

Pricing:   ₹2,995/month for 50 employees; ₹60 per additional employee

Pocket HRMS is notable for one feature that actually makes a practical difference: the smHRty AI chatbot handles routine employee queries, leave balances, payslip downloads, attendance records, policy questions automatically. For a startup where the HR person is also doing three other things, removing 20–30 daily inbox queries is genuinely useful.

Indian payroll compliance is well-covered. Geo-tag attendance, GPS check-ins, and basic field tracking are included. The limitation worth knowing: support is an add-on on the base plan, which means if you hit a payroll issue mid-cycle, resolution may be slower than you need. Performance management is available only on the Professional plan at ₹4,495/month so factor that in if appraisals matter to you. We discussed this more in our breakdown of top attendance with payroll software.

✓  What’s good

  • AI chatbot (smHRty) meaningfully reduces routine HR queries
  • Full Indian compliance PF, ESI, TDS, Professional Tax
  • Covers attendance, payroll, leave, and HR records in one platform
  • Good for 50–200 employee range where per-head cost normalises
✗  What to watch

  • Support is an add-on on the base plan not included by default
  • Performance management locked to the more expensive Professional plan
  • Field workforce tools are moderate rather than strong
  • Flat base fee is expensive for teams under 30 employees

6. RazorpayX Payroll Best for Fintech Startups Already on Razorpay

Website:   razorpay.com/x/payroll

Best for:   Startups using Razorpay for payments and banking

Pricing:   ₹29,988 per year

RazorpayX Payroll is not a traditional HRMS, it’s payroll-first, built specifically around the Razorpay banking ecosystem. Salary disbursement happens directly through RazorpayX business accounts. TDS filings, PF payments, ESI challans all automated and handled from the same dashboard. If you’re already using Razorpay for payments and banking, the integration is native and genuinely smooth.

What it doesn’t have: attendance tracking. There’s no native attendance module. You can integrate it with third-party tools (Zoho People, Jibble), but that brings back the manual data-transfer step between attendance and payroll that integrated platforms eliminate. No GPS attendance, no field staff tracking. If your startup is a software company with everyone working from home or from one office and payroll automation is the only thing you need, it’s a solid pick. If attendance is part of the picture, it’s not complete on its own. We compared this in our HRMS vs payroll software guide.

✓  What’s good

  • Salary disbursement directly through RazorpayX banking no separate bank transfer step
  • Comprehensive TDS, PF, and ESI automation filing-ready outputs
  • Fast setup for startups already in the Razorpay ecosystem
  • Contractor and vendor payments alongside employee payroll
✗  What to watch

  • No native attendance module needs a third-party integration
  • No GPS attendance or field staff tracking at all
  • No performance management, recruitment, or onboarding
  • Annual flat pricing not the most flexible for early-stage startups with uncertain headcount

7. Keka HR Best When You’ve Scaled Past 50 Employees

Website:   keka.com

Best for:   Tech or professional services startups that have scaled to 50+ employees

Pricing:   ₹6,999/month flat (up to 100 employees)

Keka HR is the HRMS most commonly mentioned by Indian tech companies once they’ve reached a certain size. The performance management module OKRs, continuous feedback, structured appraisals is the best in this list. Recruitment (ATS), onboarding, and a polished employee experience make it feel like a product built for companies where HR is a genuine function, not just payroll processing.

The reason it’s at #7 for a startup-specific list: ₹6,999/month is expensive when you’re small. For a 15-person startup, that’s ₹467 per employee per month, more than 200x Waggex’s rate and still 6x Zimyo at the same headcount. The pricing makes sense at 80–100 employees. At 15–20, it’s hard to justify unless performance management is genuinely your most urgent HR need. We covered the pricing comparison honestly in our best HRMS for small companies guide.

✓  What’s good

  • Best performance management in this list OKRs, feedback, appraisals
  • Strong ATS (recruitment) and onboarding workflows
  • Polished UI and mobile app good employee experience
  • Earns its cost at 80–200 employees in tech or professional services
✗  What to watch

  • ₹6,999/month flat is expensive for startups under 30–40 employees
  • Built more for established teams than early-stage startups
  • Overkill if you primarily need payroll and attendance you’ll pay for features you won’t use yet
  • Implementation takes 2–3 days minimum

Real Monthly Cost for a 20-Person Startup

This is the calculation most articles skip. Here’s what each tool actually costs for a 20-employee team:

  • Waggex: ₹1,499/month (Growth plan, up to 25 employees) or ₹2,499/month (Mid-Size, up to 50). Every feature included payroll, GPS, FaceLens, leave, compliance.
  • Kredily free: ₹0. Payroll basics + GPS attendance. TDS needs paid plan.
  • greytHR free: ₹0 (under 25 employees). Full payroll + compliance. Attendance needs Growth plan later.
  • Zimyo: ~₹80 × 20 = ₹1,600/month. Full HRMS, modern interface.
  • Pocket HRMS: ₹2,995/month (base for 50 emp). For 20 people, that’s ₹150/employee. Expensive at this size.
  • RazorpayX Payroll: ₹29,988/year = ~₹2,499/month. Payroll only, no attendance.
  • Keka: ₹6,999/month. ₹350/employee for 20 people. Very expensive at this scale.

The number that stands out:

Waggex at ₹40/month for a 20-person team covers GPS attendance, face verification, leave management, full payroll with Indian compliance, employee self-service, and task management. It’s not the only strong choice in this list. GreytHR’s free plan is excellent under 25 employees but at ₹40, the price-to-feature ratio is hard to beat at startup scale.

How to Choose Based on Your Startup’s Stage

  • Zero budget, under 25 employees: Start with greytHR’s free Starter plan or Kredily’s free plan. greytHR for compliance depth; Kredily if you also need GPS attendance from day one.
  • Under 50 employees, have field or remote staff: Waggex. Plans from ₹699 to ₹3,999/month cover everything GPS, FaceLens, payroll, compliance based on team size.
  • Tech startup, modern interface matters, per-employee pricing: Zimyo. Clean product, fair pricing, covers full HR lifecycle.
  • Already on Razorpay banking, payroll is the only need: RazorpayX Payroll. Accept that attendance integration is a separate step.
  • Want AI chatbot to reduce HR queries: Pocket HRMS. Just make sure the support add-on is included in your plan.
  • Series A or beyond, 50+ employees, performance management is a priority: Keka. It earns its price at that scale.
