Gurugram follows Haryana’s minimum wage rules. The Haryana Labour Department revised the rates effective 1 April 2026 under Notification No. 2/25/26-2 Lab, issued on 9 April 2026. This is the first revision under the Code on Wages, 2019, which replaces the earlier framework under the Minimum Wages Act, 1948.
One important point for employers in Gurugram: Haryana does not use different wage zones. The same minimum wage rates apply across Gurugram, Faridabad, Manesar, Panipat, and other districts, including rural areas. There is no separate Gurugram premium or NCR-specific addition in the Haryana minimum wage notification.
So, if you’re calculating minimum wages for employees in Gurugram, you don’t need to look for a separate Gurugram rate. The applicable rate comes from the employee’s category under the Haryana notification.

Four Things Gurugram Employers Get Wrong
- Splitting the wage into basic + allowances to show ‘compliance’
This is the most common workaround pay ₹8,000 as basic, ₹7,300 as allowances, and claim total wages meet the minimum. Haryana law doesn’t allow this. The Code on Wages 2019 notification explicitly states wages must be paid as a whole they cannot be split into allowances to reduce statutory liabilities. The full notified amount is the floor, paid as a single figure.
- Using the same rate for everyone regardless of skill level
A common shortcut in smaller establishments: pay everyone the unskilled rate and claim compliance. If you have a person doing electrical work (Skilled ₹18,501) paid at the unskilled rate of ₹15,221, you’re underpaying by ₹3,280/month per person. That compounds quickly. The skill categorisation is determined by the work actually done, not the designation on the payslip.
- Keeping trainees below the unskilled floor
Trainees are paid at 75% of their applicable category but never below the unskilled minimum of ₹15,221. A trainee being prepared for a Skilled role would theoretically get 75% of ₹18,501 = ₹13,875. But since that’s below the unskilled floor, the employer must pay ₹15,221. And the training period cannot exceed 12 months after that, full category wage applies automatically.
- Using outdated rates after the July revision
Haryana revises minimum wages twice a year January and July based on the All-India Consumer Price Index. The April 2026 rates in this article are current. The next revision is due July 2026. Many Gurugram employers update payroll once a year and miss the mid-year July cycle. Set a reminder before 1 July every year the new rates apply from that date.

Gurugram and Delhi are 30 kilometres apart. Their minimum wages are not the same Delhi’s are significantly higher. For companies with staff in both cities, or deciding where to hire, the difference matters.

Delhi has the highest minimum wages in India. A Gurugram company paying Haryana rates is legally compliant in Haryana. But if the same employee works from a Delhi office even occasionally Delhi minimum wage applies for those days.
Contract Labour Principal Employer Is Also Liable
If your Gurugram office or factory uses housekeeping, security, or other contract staff through an agency, the minimum wage obligation doesn’t transfer to the agency alone. Under the Code on Wages 2019, the principal employer is jointly liable if the contractor doesn’t pay minimum wages.
In practice, this means:
- Verify that the agency’s payroll is paying at least the applicable category rate for each person deployed at your premises
- Request wage slips or payment proof from the contractor monthly before releasing their invoice
- Include a minimum wage compliance clause in every contractor agreement
- If a labour inspector comes to your premises, they can inspect contract workers too and the fine comes to you if they find underpayment
Penalty for Paying Below Minimum Wage in Gurugram

The ‘contractor paying below minimum principal employer jointly liable’ row is the one most Gurugram companies overlook. Getting a compliance certificate from your agency isn’t enough you need proof of actual wage payment to the workers deployed at your premises.
Wage Registers and Payslip Requirements
Paying minimum wage is one part. Documenting it is the other. Haryana employers must maintain:
- Register of wages employee name, category, wage rate, days worked, gross wages, deductions, net paid, signature or acknowledgement
- Register of overtime OT hours per employee, rate applied, amount paid
- Register of fines if any fines are deducted from wages, they must be logged here
- Wage slips issued to every employee before or on the wage payment date. Required under Form V of the Code on Wages.
- Minimum wage notice displayed prominently at the establishment. Must show current rates by category.
These registers must be produced on inspection labour inspectors in Gurugram can visit any establishment. Keep records for a minimum of 3 years. Digital records are acceptable provided they’re printable on demand.
