Roles and Responsibilities

When a new employee joins and their PF isn’t registered on time, that’s an HR operations issue. When salaries are delayed because attendance wasn’t processed correctly, that’s HR operations. When an employee waits 45 days instead of 2 for their full and final (F&F) settlement, that’s HR operations too. These problems may seem small on their own, but they directly affect compliance, employee trust, and the overall employee experience.

HR operations isn’t the most visible part of HR. It rarely appears in a company’s vision or strategy. But when it works well, everything else recruitment, performance management, and culture initiatives runs more smoothly. When it doesn’t, employees notice right away. A delayed payslip has a bigger impact than any employee engagement survey.

What HR Operations Actually Means

HR operations is the execution layer of human resources. It’s the team and the function responsible for making sure all the day-to-day HR work actually happens correctly, on time, and in compliance with the law.

Strategy decides that the company should hire 50 people in Q3. HR ops figures out how the onboarding process works, what documents need to be collected, how they get added to payroll, and whether PF registration happens within the legal window. Strategy sets a leave policy. HR ops makes sure it’s configured in the system, enforced consistently, and that LOP deductions calculate correctly each month.

In smaller companies under 50 people one person often does both. That person is usually called ‘HR Manager’ and is genuinely doing three different jobs simultaneously.

The Core Responsibilities: What HR Ops Actually Handles Everyday

Payroll and Statutory Compliance

The most crucial part of the job. Salaries must be processed correctly, on time, every month. PF must be deposited by the 15th. TDS by the 7th. ESI by the 15th. Form 138 filed quarterly. Form 130 issued annually. In India, non-compliance isn’t theoretical, it’s interest, penalties, and inspector visits.

HR ops owns this. Not just the calculation, but the deposit, the filing, the documentation. If a labour inspector walks in and asks for PF records from the last 3 years, HR ops should be able to produce them in the same afternoon. For how the underlying calculations work:

How to Calculate Payroll in India

Employee Lifecycle Administration

HR operations covers every employee touchpoint from the offer letter to the relieving letter. This includes issuing offer and appointment letters, completing PF and ESI registration, tracking attendance and leave, managing salary revisions and promotions, and handling the entire exit process, including full and final (F&F) settlement and the relieving letter.

Much of this looks like paperworkand it is. But it’s also legally required. Missing or delaying any of these documents can lead to compliance issues, payroll errors, employee disputes, or unnecessary delays when they’re hardest to fix.

Attendance and Leave Management

Tracking who worked, when, how many days, how many leaves were taken, how many were approved vs unapproved and making sure this feeds correctly into payroll so LOP deductions are accurate. In companies with field staff, remote employees, or shift workers, this gets complex quickly. The attendance system needs to actually capture what happened, not what someone thought happened.

Leave management is its own sub-function maintaining balances, processing approvals, tracking encashment eligibility, ensuring the right leave types are configured for different employee categories.

HRMS and Employee Data

Every employee records personal details, salary structure, bank account, PF UAN, ESI IP number, designation history, leave balance lives in the HR system. HR ops is responsible for making sure this data is accurate, up to date, and accessible when needed. When a BGV team requests employment dates and they don’t match what HR has on file, that’s a data management failure.

As companies move to HRMS platforms, HR ops also becomes responsible for system configuration, setting up leave policies, shift patterns, approval workflows, payroll rules. The software is only as useful as the setup behind it.

Labour Law Compliance

India has layered compliance requirements central laws, state-specific acts, and industry-specific rules. HR ops stays on top of:

PF, ESI, Gratuity, Bonus Act deadlines and calculations

Minimum wage notifications which change twice a year in most states

Shops and Establishments Act registrations and returns

Labour Code changes the Codes on Wages, Industrial Relations, Social Security, and OSH are being implemented in phases across states

Maintaining statutory registers Form X, Form V, muster rolls, wage registers

Most compliance gaps that get companies into trouble aren’t intentional. They’re HR ops failures: a revision that wasn’t tracked, a return that was missed, a register that was never maintained. The payroll compliance guide covers the major statutory deadlines in detail.

Onboarding and Offboarding

In HR operations, onboarding is much more than a welcome kit or a team lunch. It includes collecting KYC documents, enrolling employees in PF, setting up their salary structure before the first payroll, giving them HRMS access, and issuing the appointment letter. Each of these tasks has a deadline. Missing one can create a chain of problems later.

Offboarding is the reverse of onboarding. It includes completing no-dues clearance, issuing the relieving and experience letters, processing the full and final (F&F) settlement, and starting the PF transfer. These tasks also have deadlines. Under the new Labour Code being implemented across states, F&F should be processed within two working days of an employee’s last working day. In reality, many companies still take weeks. Good HR operations help close that gap.

Employee Queries and HR Service Delivery

One of the biggest HR tasks is answering everyday employee questions, yet it’s often overlooked. ‘When does my leave balance update?’ ‘Why is my TDS higher this month?’ ‘I haven’t received my Form 130 yet.’ ‘My PF transfer is stuck.’ These queries come in every week in any company above 20 people. HR ops handles them and in well-run teams, builds systems and self-service options so the same questions don’t come in every month.

Who Is in an HR Ops Team

The team structure depends heavily on company size. In a 30-person company, one person runs all of HR ops alongside other responsibilities. At 200 people, there’s usually a dedicated team. At 1,000+, it’s a department with specialised roles.

HR Operations Manager / Head of HR Ops: Owns the function. Responsible for payroll accuracy, statutory compliance, HRMS management, and process design. Usually the person is accountable when something goes wrong.

Payroll Specialist: Processes monthly salary, manages statutory deductions, deposits, and filings. At larger companies, this is a full-time specialisation.

HR Operations Executive / Associate: Handles day-to-day attendance, leave approvals, onboarding documentation, employee queries, data updates. The role most people start their HR ops career in.

Compliance Officer: In larger or highly regulated companies, a dedicated role tracking labour law changes, audit readiness, and statutory filings.

HRIS Administrator: Manages the HR software configurations, user access, data integrity, reporting. More common in companies with complex HR systems or multiple entities.

Why HR Ops Breaks Down in Growing Companies

Most HR operations challenges aren’t caused by people doing the wrong thing. They happen because the business grows faster than the systems supporting it.

At 15 people, attendance on WhatsApp is fine. At 50, it creates three days of reconciliation before every payroll. At 100, it’s a compliance risk with no records, no audit trail, and no way to prove working hours if someone disputes a salary. The same pattern plays out for leave tracking, statutory filings, and employee documentation.

For most Indian SMEs, things start to change when the team grows to around 20–50 employees. Manual processes that once worked begin to break down, and mistakes become more common. Those mistakes cost money and slowly reduce employee trust. A connected HR system solves this by linking attendance, leave, and payroll. Attendance updates leave automatically, leave flows into payroll, and payroll generates compliant payslips removing the manual work that causes most errors.

If your team is somewhere between 20 and 100 people and HR is starting to feel like it’s held together with WhatsApp messages and Excel sheets, that’s exactly where Waggex helps. Paid plans from ₹699/month

HR ops is rarely the function people in companies think about when things are going well. Every payslip landing on time, every PF deposit hitting EPFO before the 15th, every relieving letter issued without a three-week chase all of that is invisible when it works. People usually notice the function only when it doesn’t work. That’s not why you should cut corners. It’s why you should build it well from the start.

When a new employee joins and their PF isn’t registered on time, that’s an HR operations issue.
